Mono Blue Tempo is actually the first deck I was looking to create when I started MTG Arena. Being F2P, I wanted something both competitive and cheap on the wildcards!
While it has morphed somewhat with the changes in the meta, it's still one of the cheapest competitive decks, even winning SCG Dallas!
Below is the list I'm running on MTGA currently, which relies heavily on the SCG decks (though in all honesty, most decks are pretty similar). The sideboard is somewhat constrained by my card collection, but it seems to work none-the-less.
As always, comments / questions welcome!
Creatures (19) Mist-Cloaked Herald x3 Pteramander x4 Siren Stormchaser x4 Merfolk Trickster x4 Tempest Djinn x4
Spells (18) Dive Down x3 Opt x4 Spell Pierce x3 Chart a Course x3 Essence Capture x1 Wizard's Retort
Enchantments (4) Curious Obsession x4
Lands (19) Island x19
Sideboard (15) Essence Capture x2 Negate x3 Search for Azcanta x1 Surge Mare x2 Deep Freeze x2 Exclusion Mage x2 Transmogrifying Wand x1 Sleep x1 Entrancing Melody x1

This seems a very solid list, congrats! Unfortunately I'm not an expert on mono blue and I can offer very little advice, but just food for thought: it seems that there's a trend on maindecking one or two copies of Entrancing Melody, what do you think about it?

I have noticed that. I only have one copy, and the way the deck usually plays for me, it seems a bit clunky. I might have to test it with the one copy though in place of something and see how it feels.
